Sora, which provides audiobooks and ebooks, currently needs a VPN within China in order to access the site and download books, unless you are on campus. Once books are downloaded a VPN is no longer needed. Hopefully this will only be for a short time. Sora is switching systems to be China-based rather than US-based for Chinese customers and that is causing the current issues.
